Onnec is seeking a IT Regional Manager & Project Manager to provide a combined capability across APAC regional IT management and technology project delivery, split approximately 50/50. This role will establish a local IT leadership presence for Malaysia and the wider APAC region, improve the level, speed and quality of IT service to project sites, and coordinate the delivery of priority technology initiatives, including project site support tools, site access solutions, device provisioning and the Kuala Lumpur office IT setup.
The successful candidate will lead the recruitment, onboarding and day-to-day management of regional IT resources as the APAC support model matures, while ensuring all regional IT activities are delivered in line with Onnec cybersecurity, IT risk management, data protection and compliance requirements.
Working closely with Group IT leadership, APAC operations, project leadership, Service Desk, infrastructure, cyber, procurement, HR, compliance and external vendors, the role will assess regional IT demand, define resource requirements, improve support processes, and manage practical delivery plans for site and office technology needs.
What you’ll be doing as our IT Regional Manager & Project Manager:
- Provide regional IT leadership for Malaysia and the wider APAC region, acting as the local point of coordination between project sites, APAC leadership, Group IT and approved suppliers.
- Assess current and forecast IT support demand across Malaysia and APAC project sites, including users, laptops, tablets, mobile connectivity, local infrastructure, time-zone coverage and escalation requirements.
- Define and maintain the APAC IT support model, including local resource requirements, shift or site coverage options, Service Desk handover points, escalation routes, knowledge articles and support performance measures.
- Lead the recruitment process for approved Malaysia/APAC IT roles by defining role requirements, supporting candidate assessment, coordinating with HR and ensuring new hires align with the regional support model and Onnec standards.
- Own onboarding and induction for regional IT team members, ensuring they understand Onnec policies, tools, security standards, support processes, project-site expectations and escalation routes.
- Manage the regional IT team day to day, including workload prioritisation, performance expectations, development needs, rota/coverage planning, collaboration with Group IT and continuous improvement of support quality.
- Improve the level of service, speed and quality of IT support for project sites by reducing avoidable delays, clarifying ownership, improving local readiness and ensuring practical support processes are understood by site teams.
- Manage the technology workstream for priority APAC projects, producing clear plans, actions, RAID logs, status updates, dependency tracking and decision records for IT leadership and project stakeholders.
- Act as Regional Project Manager for two IT POCs for the Project Site Support tool and its roll out across APAC, coordinating site readiness, users, devices, training, support routes, feedback, evidence capture and other tasks as per the overall project plan.
- Support the Malaysia site access/time and attendance POC where IT input is required, including devices, connectivity, access control, data/security considerations, vendor coordination and operational handover.
- Coordinate IT requirements and setup planning for the Onnec office near Kuala Lumpur, including corporate network approach, secure connectivity, Wi-Fi, printing, device storage, meeting room technology and local support arrangements.
- Jointly with the Group IT provide support laptop and device provisioning for Malaysia and APAC, including remote build processes, stock planning, local procurement constraints, asset tracking, onboarding documentation and repeatable deployment processes.
- Work with procurement, finance and vendors to clarify commercial, billing, licensing, support and delivery requirements for Malaysia/APAC technology needs, ensuring alignment with Onnec governance and budget controls.
- Act as the regional coordination point for cybersecurity, IT risk and compliance requirements in Malaysia/APAC, ensuring local IT operations, projects and suppliers follow Onnec Group IT policies, security standards and governance expectations.
- Maintain awareness of regional IT risks, including site connectivity, device security, access management, data handling, supplier dependency, unsupported local workarounds and gaps in support coverage; escalate risks with clear owners, mitigations and target dates.
- Support cybersecurity readiness across project sites and the Kuala Lumpur office by ensuring secure device provisioning, identity and access controls, MFA adoption, endpoint protection, patching, secure Wi-Fi/network setup, approved software use and appropriate user guidance.
- Work with Group Cyber, Compliance and project teams to capture evidence for audits, customer assurance, risk reviews and internal governance, including access approvals, asset records, supplier controls, change records and project-site security requirements.
- Ensure APAC technology changes follow Onnec Group IT standards for security, data protection, access control, documentation, change management, support transition and operational resilience.
- Build strong working relationships with APAC business stakeholders in operations, project managers, site leads, subcontractor-facing teams and central IT functions to create a consistent, service-led and commercially aware regional IT capability.
- Ensure regional IT leadership and adequate resources to deliver any other Group IT projects.
What we’re looking for in our IT Regional Manager & Project Manager:
- Experience in regional IT support, service delivery, project delivery, cybersecurity coordination, IT risk management, compliance or site technology coordination, ideally in a multi-site, construction, data centre, managed services or fast-growth operational environment.
- Strong stakeholder, people management, planning, communication, risk management and governance skills, with the ability to translate site and regional requirements into practical support models, recruitment plans, onboarding activities, secure delivery plans, actions and measurable outcomes.
